I pre-ordered on 11.09.2021. I have access within 3 working days from France, but I live in Turkey, will I be able to use it within 3 days?

The Paris datacenter has an expected activation time of 3 business/work days. That counts as general activation date for that datacenter, currently, and is not bound to your current region.
