Placed in wrong datacenter AGAIN

I have been trying to sign up for Shadow with Power Upgrade, but every time it shows available, it places me in the wrong datacenter.  

I was told that it was a temporary website issue, but its just happened again.  

While I was waiting for support the last time, everything sold out, and all they could do was refund me.

I’ve opened up another support ticket this morning, and I am waiting to hear back.
