Even after formatting the drive the issue can persist for some of us, not sure what causes it. To get around this you’ll need to create a VHD (https://www.windowscentral.com/how-create-and-set-vhdx-or-vhd-windows-10 ). This solved all issues with GamePass for me. Be mindful though, Shadow runs Flight Simulator ok, but not ideally.

Same exact situation for me. Would really love to be able to reliably play flightsim without having to have hour-long IT sessions

Hi your issue seems to be caused by Gamepass for PC

A suggested fix for those not on VM is posted here:

https://www.reddit.com/r/XboxGamePassPC/comments/io1ur4/heres_how_to_troubleshoot_if_you_have_problems/

The part relevant in your case would be:

"Use regedit, and go to Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Appx\PackageVolumes\

Which has a list of subkeys (ie. 1, 8, 9 etc.) specifying Volumes where the system has created a WindowsApps folder. If you want to install on D:\ (example), delete the subkey that contains the entry for D:\ - and reboot the system."

If this can also be applied to Shadow, i do not know. I used the nuclear option and reset Shadow as Shadow sets the root drive to NTFS 4k now.
