Latency Issues

I have 300mb up and 100mb down. Sometimes I can use shadow with low latency. Sometimes it’s over 100. Sometimes it’s over 200. It’s not my internet or equipment. I’ve verified. This is a shadow issue.

How do I fix this? I’m basically paying for a service I can only use 1/3 of the time I boot up. We’re getting to the point where I’m just going to call my CC and dispute the charge as services not rendered if I can’t get a refund from Shadow.
