Persistent V-100 error

I have trouble starting my Shadow whenever I use my normal internet connection. My connection is fine but I keep getting this error… unless if I use a VPN located in Georgia or Alabama because I live in Northwestern Florida.

I tried all the solutions and the error almost always comes back after whenever I turn off my computer or set it to sleep mode. I haven’t found any other solution unless if I connect via VPN. 

i hope I didn’t have to use a VPN but I almost always have more latency and constant lag and stuttering unless if I use one to connect to Shadow.
