port forwarding help plz help

So I've just taken possession of my shadowserver and began setting up the programs that I need to run on this problem with this is I need to be able to use a raccoon program it's like an administrator tool it requires that I port forwarding open up some ports when I use the settings in firewall and open up the ports that I've opened them up but when I go to the website that I need to be able to communicate with it says that the porch or closed is this Shadow server behind its own firewall router or Hub and if so how do I get someone to open up the ports for me or allow my section through a Pacific port line.I need to build a port forward through these numbers  2302 2303 27016 27017

It’s not possible to forward ports to your Shadow VM like that. The infrastructure is NAT’d behind edge firewalls that users can’t control.

You could potentially have the Shadow VM use a VPN service that offers port-forwarding features to the VPN’d IP, but using VPNs on Shadow is tricky because you can break the inbound [Shadow client] service connections that allow you to connect to/stream from the VM in the first place. I think VPNs might also be against the ToS. If you break the connectivity with such a thing, you’re only recourse would be to reset the VM which basically re-provisions the OS drive from scratch.
