I was trying to install a VM on my shadow pc but whenever I tried to download the ISO file it wouldn’t let me? Is this normal that you cannot use virtual machines on Shadow?

Shadow itself is a virtual machine. Nesting virtual machines comes at a huge performance hit anyway, but to answer your question; yes, you can’t use virtual machines on Shadow because virtualization is disabled.

Depends on what you want, but if you want some lightweight linux, you can use WSL, but beware that WSL2 utilize Hyper-V that doesn't work on Shadow. So just use WSL(1) and you'll be fine.
